6. Resolve or explicitly block every material review comment, contradiction, limitation, and acceptance-contract failure before merge.

## Decision gates

1. If the candidate changes after evidence or approval, invalidate the affected gate and rerun it on the new commit.
2. If any applicable hard gate, required approval, unresolved review, migration, or recovery requirement fails, reject merge.
