2. Compare usage against documented component variants and identify duplicate, bypassed, obsolete, or semantically incorrect patterns.
3. Distinguish an intentional product-specific exception from accidental drift using decisions and repeated consumer needs.
4. Trace the impact of consolidating a value or variant across all consumers, themes, states, and viewports.
5. Prefer existing semantic tokens and native component APIs before adding aliases or new variants.
6. Define migration and deprecation steps for repeated drift without breaking legitimate consumers.

## Decision gates

1. If the design-system owner or semantic intent of a token is unknown, do not mechanically replace values.
2. If a new variant serves only one unproven case, require evidence that composition cannot express it safely.
3. Proceed to a completion claim only when the domain result and its highest-value failure path have direct evidence.
