## Acceptance objective

Reject filler templates and require scenario-specific, copy-ready, enforceable assets.

## Hard gates

1. Every asset has a distinct trigger, specialist mission or objective, executable instructions or gates, evidence, and rejection behavior.
2. Shared governance is referenced once while specialist content remains understandable and non-interchangeable.
3. Manifest identity, dependencies, paths, composition, duplication, and popup availability validate for all assets.

## Advisory checks

Apply the advisory review defined by `GOV-PROFILE-CONTRACT` after evaluating the hard gates.

## Evidence requirements

- All-asset metadata, composition, duplication, and specialist-content validation.
